Regular Meeting


The Board of Selectmen held a Regular Meeting at 7:30 PM on 18 August 2014 in the Meeting Hall of the Old Lyme Memorial Town Hall. First Selectwoman Bonnie Reemsnyder, Selectwoman Mary Jo Nosal and Selectman Skip Sibley were present.


1. Approval of Minutes – Regular Meeting 4 August 2014
Selectwoman Nosal moved to approve the minutes of Regular Meeting 4 August 2014. Selectman Sibley seconded the motion. SO VOTED.


2.  Communications – NONE  


3.  Appointments
Jack Mut (U) – ZBA Alternate – 2 year term expiring November 2015
Selectman Sibley moved to appoint Jack Mut to the ZBA as an Alternate for a 2-year term expiring November 2015.  Selectwoman Nosal seconded the motion.  SO VOTED.

Curtis Rasmussen (R) – Harbor Management Commission – 4 year term expiring January 2017
Selectman Sibley moved to appoint Curtis Rasmussen to the Harbor Management Commission as a full member for a 4-year term expiring January 2017.  Selectwoman Nosal seconded the motion. SO VOTED.

Selectwoman Nosal moved to add to the Agenda under New Business c. The Connecticut Solar Challenge.  Selectman Sibley seconded the motion.  SO VOTED.



4.  Old Business
a. Beach Stipend Committee Meeting – Update
First Selectwoman Reemsnyder reported that the Committee has had three meetings so far.  The Committee is meeting with representatives from each beach association who are currently receiving stipends from the Town.  There should be a recommendation from the Committee by 1 December.  The minutes of said Committee meetings are available on the Town Website.

b. Route 156 Bikeway / Sound View Improvements Committee
Selectwoman Nosal reported that the next Committee meeting is on Friday at the Shoreline Community Center beginning at 9:00 AM.  A business meeting will be followed by a survey walk.  

c. Boathouse Hains Park Improvements – Update
Selectman Sibley reported that the site plan and working drawings for the building are close to being complete.  Once the working drawings are complete, this information will go out to prospective builders where cost estimates will be received.  Working drawings will provide a materials list.  Selectman Sibley has reached out to resident Kel Tyler of Rings End Lumber who has been very helpful to the Town in various projects.  Mr. Tyler has offered full cooperation again.  An estimated budget should be developed in the near future.  The Committee is hoping for a ground breaking in November with a project completion in the spring.

Selectman Sibley reported that there will be a fundraiser kick-off event in the fall sponsored by the Old Lyme Rowing Association.  

Selectwoman Nosal moved to move Agenda Item New Business c. The Connecticut Solar Challenge to this point in the Agenda.  Selectman Sibley seconded the motion.  SO VOTED.


5. New Business
c. The Connecticut Solar Challenge
Jean Dailey, a resident of Old Lyme with a background in Energy Economics and Maggie Treichel, Director of the CT Solar Challenge, spoke to the Selectmen about the CT Solar Challenge.  This is a community based program that promotes the adoption of solar energy in Connecticut through cost reduction to homeowners and businesses, community outreach and education.  Communities that sponsor the challenge earn a free solar energy system to be installed on a Town property.  The process was explained and a discussion followed.  The Selectmen will review the Letter of Commitment with a discussion to be included at a future meeting.   

d. Recycling Grant Incentive Committee – Update
Selectwoman Nosal reported on the progress of the Recycling Grant Incentive Committee. The Committee requests that the Selectmen support a resolution to the Department of Environmental Energy Protection that accepts the Grant but without the parameters.  Selectwoman Nosal read the Resolution, which was drafted by the Committee and unanimously accepted by the Committee.  The Committee recommends that the Selectmen appoint a standing Recycling Committee, and that the Board of Selectmen and the Board of Finance recognize the need to support State recycling requirements and goals and to budget accordingly for a committee dedicated to support these goals.  A discussion followed.  The Selectmen thanked the Committee for their hard work.  The Selectmen will see if the DEEP will accept the resolution from the Town and then move forward from there.  Selectwoman Nosal will find out what the six members of the Committee, who were absent from the vote to accept the resolution, would have voted if they were present.

e. Millstone Drill – Update
First Selectwoman Reemsnyder reported on the practice drill for a nuclear emergency which took place on 5 August.  FEMA was there, along with a representative from Millstone, to review the actions that the Town took.  Everything went well, and the only area to improve on was the dosimetry and having all the right questions and responses.  On 9 September there will be a drill where the Town will be graded.  This is done every two years.  

f. Resolution to adopt Natural Hazards Mitigation Plan Update
First Selectwoman Reemsnyder reviewed the history of the Plan.  A Committee was formed in February to put together a Natural Hazards Mitigation Plan Update for Old Lyme.  This plan has been approved by the DEEP and FEMA with adoption by the Selectmen.  First Selectwoman Reemsnyder read the resolution to adopt the plan update aloud.  

Selectman Sibley moved to approve the Resolution to Adopt the Natural Hazards Mitigation Plan Update.  Selectwoman Nosal seconded the motion.  There was a discussion. SO VOTED.

5. New Business
a. Flags Fly on Lyme Street
First Selectwoman Reemsnyder reported that the flags were funded by the OLFD and put up by Public Works just prior to Memorial Day this year.  They were put up last year at the same time.  Before they were put up last year a representative from the OLFD did go before the Historic District Commission to talk about installing the flags.  The Historic District did not clearly understand that the intention was to fly the flags from Memorial Day through Veterans Day.  When that became apparent last year, some people weighed in and First Selectwoman Reemsnyder had a conversation with a member of the OLFD asking for a compromise to keep them up around the holidays only.  This year they came down after the Mid-Summer Festival and would go up for Labor Day and then Veterans Day.  When the flags came down this summer First Selectwoman Reemsnyder asked that if people had an opinion about this that they should email her and they did.  A lot of emails and calls were received and there was an overwhelming number of people who expressed that the flags fly from Memorial Day through Veterans Day or shortly thereafter.  They will come down with any impending storms.  First Selectwoman Reemsnyder was clear that the flags did not come down due to anyone’s disrespect of the flag or what it stands for.  

b. OLFD – Fire Services Provider
First Selectwoman Reemsnyder reported that in order for the our first responders to get benefits from the Public Safety Officers’ Benefits Program, the Town needs to name the OLFD as the official entity that is authorized to provide fire services for the community.  

Selectman Sibley moved to authorize the Old Lyme Fire Department to act as the official entity to provide fire services to the community of Old Lyme.  Selectwoman Nosal seconded the motion.  Selectman Sibley thanked Rick Colangeli from the Fire Department for all his work on this.  SO VOTED.  

First Selectwoman Reemsnyder will ask it the Old Lyme Ambulance will need to have their own letter stating the same thing.  

c. The Connecticut Solar Challenge
This item was discussed earlier in the Agenda.

Selectman Sibley moved to adjourn the meeting at 9:05 PM.  Selectwoman Nosal seconded the motion.  SO VOTED.
